I suggest that you may have a skin allergy to said elastic and might wish to change bra companies or designs to something that doesn't have elastic directly in contact with your skin. As to remedies, you might wish to speak to your doctor because if it isn't an allergy, it could be some sort of a yeast or bacterial infection and those can be contagious.

I have not heard of it, but I do know that some warts leach and the liquid that comes in contact with your body will cause more.
This is one that I would ask my Doctor.
The growths you are refering to are called Skin Tags.
Skin Tag
A skin tag is a small flap of tissue that hangs off the skin by a connecting stalk. Skin tags are not dangerous. They are usually found on the neck, chest, back, armpits, under the breasts, or in the groin area. They usually form where the skin rub against tight fitting garments, such as the elastic in undergarments.
Skin tags usually don't cause any pain. However, they can become irritated if anything, such as clothing or jewelry, rubs on them.
How Are Skin Tags Treated?
Your dermatologist can remove a skin tag by cutting it off with a scalpel or scissors, with cryotherapy (freezing it off), or with electrosurgery (burning it off with an electric current).
