Lavendar Water: Has anyone ever made this?

Just to clarify things, true rosewater would be part of the distillation process that creates pure essential oils. When the oils(actually esters) separate from the water in the steam, the water that remains is "rosewater". Look for pure hydrosols; they are much different and more dynamic than watered down essential oils.
So, while there are recipes for scenting that are called "lavender water" I think your looking for a hydrosol, very difficult to make at home
I have used lavender buds that were infused with water in cooking, it was the best sorbet I've ever tasted! You just make it like a very strong tea. They should be infused and never boiled because most (not all) of the flavor is in the essential oils that would evaporate with boiling. Using fresh flower buds gives the best flavor.

Just get some good water (spring water, distilled if you have to) and add lavender to taste. Probably 10-12 drops to a quart, more or less. If you can smell the lavender pretty well, stop there, but add more if you like.
Lavender essential oil is usually from a steam process, so there isn't any alcohol in it. It's not cheap, but it's certainly not the most expensive essential oil out there (I got some pretty good stuff at the grocery store for, like, 6 bucks for 1/2 an ounce or so. Small bottle...but you don't use much of it.)
Shake the water well before you use it.

Lavender water is one of the oldest fragrances of European culture. It is nice for sprinkling on sheets, especially for those with insomnia, and on clothes when you know you are going to face an especially trying day.
The natural lavender water is excellent skin toner, prevents skin dryness and gives fresh look of the face. Nourishes the hair and makes it soft and shiny.
LAVENDER WATER -
2 cups distilled water
2 ounces vodka
10 - 20 drops essential oil of lavender
Instructions - In a glass container, mix the distilled water and vodka. Add the lavender oil and stir.
Makes 2 1/2 cups. Shelf life unknown. Aging will mellow results.
