The over-the-counter "kind" herbs that you get are blends of legal herbs that are said to have a sedative effect. The most common herbs in those are catnip, skullcap, and damiana - all of which have a calming effect.
However, you don't actually get much (if any) of that effect from smoking it. If you take it internally, or in the form of a tincture, then you're much more likely to "feel it"...but it's still not anything like marijuana.
I actually just did a theatrical production where there was alot of pot smoking, and we used one of those legal blends. It smelled similar to weed, but had no effect.
Back in university, I didn't have alot of money for marijuana and so I'd "dilute" my pot. Most people I know who did that did it with cigarette tobacco, which was much too harsh for me. I looked up sedative herbs online and then went to get them. I went to the health food store and picked up some catnip, skullcap and damiana and made a mix that I would smoke along with the weed. At the time I didn't realize that's pretty much the exact content of the "legal" herbal smokes.
I laughed pretty hard when we got that packet for the show, and I looked at the contents!
