Natural herbal remedy for hormonal inbalance?

For years my sister has been battling depression and a slight mania. She has been on every kind of western medication available for depression, mood swings, bi-polar, and BPD. Nothing has helped without turing her into a zombie. This problem seems to cycle with her menstral cycle and that leads us to believe it is connected to her hormones. I know that she needs to see a holistic doctor but there are none in her city and she does not have the money to travel to see one. Is there any herbs that she could try to balance her hormones? She has tried St. Johns Wort unsuccessfully. Anything else. She is off all medications right now so there is no risk of mixing meds. She is so desperate to find something that works without altering who she is.

again, i thind marijuana would help this also. I'm not some crazy pothead. I just believe that it really is a miracle drug. I wisht the government would just figure this out. Of course it's not perfect, but what drug/ medication is. Montel Williams makes very good points. See if you can find any info from him.
Why don't try primrose from Nutrilite/quixtar. I have a problem in my hormone. I used to have light depression before I had my menstral. I used primrose 2 x 1 a day and it helps.

For stress, if you want to use Aromatherapy I suggest to mix 2 drops of each petitgrain, bergamot and rosemary and put in oil burner, maybe it will helps her to relax.
